Restore Durability and repair NPCs

Some changes to the recent, wildly popular modifications to restore durability:
- Casting restore durability will no longer lower an object's maximum hitpoints. If you have an object whose maximum hitpoints have been lowered, casting restore durability on it or taking it to a repair NPC will restore them.
- The amount of hitpoints that restore durability will heal per cast has been lowered.
- Neither restore durability nor repair NPCs will repair an object if it's in "irreparable" condition.
- Any spell with the restore durability effect will have an extra "regaining concentration" delay.
In short, the penalty for using restore durability isn't so stiff, but it's still faster to go to a repair NPC.
